Περίληψη: The International Computer and Information Literacy Study (ICILS) 2023 investigated how well students are prepared for life, learning, and work in an increasingly digitalized world. As the third cycle of ICILS, this study has continued to assess international differences in students' computer and information literacy (CIL)--their ability to use digital technologies to investigate, create, communicate, and participate effectively in personal, educational, occupational, and civic contexts. As initiated in ICILS 2018, participating education systems could also choose to assess students' computational thinking (CT), which refers to their capacity to conceptualize real-world problems in computational terms and to develop and evaluate algorithmic solutions that can be executed by digital systems. This technical report complements the international reports that present the results of ICILS 2023. It provides comprehensive documentation on the conceptual framework and instrument development; translation and verification procedures; sampling design and implementation; the use and management of digital assessment platforms; field operations including data collection quality control; data processing and construction of the international database; and scaling, analysis, and reporting methods. The report enables researchers to evaluate published findings based on ICILS 2023 data. When used in conjunction with the "ICILS 2023 User Guide for the International Database," it also serves as a resource for those conducting secondary analyses. Since its inception in 2013, ICILS has contributed to the global understanding of digital literacy education. The ICILS 2023 database offers rich opportunities for examining how education systems equip young people with essential digital competencies and for evaluating progress toward national and international educational goals, including those articulated in the United Nations' 2030 Agenda for Sustainable Development, and in the European Union's Resolution on a strategic framework for European cooperation in education and training towards the European Education Area and beyond (2021-2030).
