Description: Based on the topographical approach, the author considers the peculiarities of rural bureaucracy evolution in the Soviet and post-Soviet society. The article focuses on the social structure of bureaucracy, the functions and methods of recruitment. Currently, the typological originality of rural bureaucracy characterized by a close relationship with the rural community and involvement in it is being lost. All the logic of the current reform of local authorities indicates an isolation of management structures and merging of rural and provincial bureaucracies.
