Περιγραφή: تتناول هذه الدراسة الزاوية الاستراتيجية للإصلاحات المغربية في النظر البريطاني خلال نهاية القرن التاسع عشر وبداية القرن العشرين، استناداً إلى وثائق الأرشيف الدبلوماسي البريطاني (F.O. 403 و F.O. 413). فالسياسة البريطانية، التي كانت تهدف – ظاهرياً – إلى تحديث المخزن والحفاظ على استقلال المغرب، قد عجلت بشكل "عكسي" في انهيار الدولة. فمن خلال فرض المعاهدة التجارية لعام 1856، والبعثة العسكرية لـ"القائد ماكلين"، والإصلاحات الإدارية القائمة على "النصيحة الودية"، ساهمت بريطانيا بشكل مهم في تآكل السيادة السلطانية والاستقرار المالي. يتتبع المقال هذا المسار التاريخي – من هيمنة السير جون دراموند–هاي الدبلوماسية إلى الانسحاب الاستراتيجي في الاتفاق الودي لسنة 1904 – ليوضح كيف تحول المغرب من دولة عازلة تحت الحماية البريطانية الضمنية إلى الاكتفاء فقط بتقديم أمن مضيق جبل طارق على بقاء "الإمبراطورية الشريفة". ; This study examines the strategic angle of Moroccan reforms in Britain's view during the late nineteenth and early twentieth centuries, drawing upon confidential Foreign Office archives (F.O. 403 and F.O. 413). It argues that British policy - ostensibly - designed to modernize the Makhzen and preserve Moroccan independence, "paradoxically" accelerated the state's collapse. By imposing the 1856 commercial treaty, the military mission of "Caid Maclean", and the administrative reforms of the "friendly advice" era, Britain eroded the Sultan's sovereignty and fiscal stability. The article traces how this historical trajectory - from the diplomatic dominance of Sir John Drummond-Hay to the strategic withdrawal in the 1904 Entente Cordiale - transformed Morocco from a British-protected buffer state, to just prioritizing the security of the Strait of Gibraltar over the survival of the "Sherifian Empire".
