| Description: | Запропоновано новий підхід до оцінки ефективності органів досудового розслідування наоснові концепції емерджентності та мережевого аналізу ключових показників ефективності органу досудового розслідування. Система ключових показників ефективності розглядається як складна інтегральна система, де виникнення нових властивостей (ефективності) є результатом взаємодії окремих елементів (показників). За допомогою формули площі Г.Мейстера і К.Ф. Гаусса «теорема шнурків» розраховується інтегральний показник ефективності, що дозволяє оцінити загальну результативність системи. Для візуалізації та аналізу співвідношення результату та витрат розроблена геометрична модель. Ключові показники результативності відображаються як точки (кути) многокутника, а витрати – як вписане в нього коло. Різниця між площею многокутника та кола демонструє додаткову ефективність системи від її номінальної ефективності. Запропонована модель заснована на ідеї створення інструмента для керівників правоохоронних органів та їх стейкхолдерів, який дозволяє візуально сприймати і швидко оцінювати ступінь ефективності діяльності організації, збалансованість показників результативності, які досягнуті на відповідний момент часу. Така модель має концептуальну аналогію з: Пентагон-моделлю; П’ятикутною призмою ефективності; Моделлю RADAR (EFQM). Концептуальна модель надає керівникам правоохоронних органів візуальний інструмент оцінки, де площа многокутника результатів, що виступає за межі кола витрат, демонструє додатково створену цінність та характеризує рівень емерджентної ефективності організації. При цьому наближення кутів многокутника до тупих свідчить про вищу збалансованість відповідних показників результативності, тоді як гострі кути вказують на наявність дисбалансу, що потребує управлінського втручання. A new approach to evaluating the efficiency of pre-trial investigation agencies has been proposed, based on the concept of emergence and network analysis of the agency’s key performance indicators (KPIs). The KPI system is viewed as a complex integrated system, where the emergence of new properties (efficiency) results from the interaction of individual elements (indicators). Using the area formula by G.Meister and C.F. Gauss (the Shoelace Theorem), an integral efficiency indicator is calculated, enabling the assessment of the overall performance of the system. To visualize and analyze the correlation between outcomes and costs, a geometric model has been developed. Key performance indicators are represented as points (vertices) of a polygon, while costs are depicted as a circle inscribed within the polygon. The difference between the polygon’s area and the circle’s area reflects the system’s additional efficiency compared to its nominal efficiency. The proposed model is designed as a tool for law enforcement leaders and their stakeholders, allowing them to visually perceive and quickly evaluate the degree of organizational efficiency, the balance of performance indicators achieved at a given time. This model conceptually aligns with the Pentagon Model, the Five-Dimensional Prism of Performance, and the RADAR Model (EFQM). The conceptual model provides law enforcement leaders with a visual evaluation tool, where the area of the result polygon extending beyond the cost circle illustrates the additional value created and represents the level of the organization’s emergent efficiency. The closer the polygon’s angles are to obtuse, the higher the balance among corresponding performance indicators. Conversely, acute angles signal imbalances requiring managerial intervention. |
