| Περιγραφή: | The article provides a military-scientific analysis of the evolution in the USA in the first quarter of the 21st century of basic conceptual views on the place and function of information warfare as one of the decisive and system-forming components of the latest paradigm of wars and military art (military-political conflict) in the context of fundamental shifts in the political world structure and the evolution of military arts. Using the example of the USA, it is proved that in the theory of military and special art, doctrinal (conceptual) and scientific-applied clusters of the use of “indirect actions” and non-military forms and methods of confrontation, their integration (interaction) with interspecies military groups operating in a single information and intelligence space (including with the use of artificial intelligence) are gaining more and more importance.Taking into account the creation of departmental clusters of the system of strategic communications (primarily in the security and defence sector of Ukraine), it is important, in our opinion, to introduce appropriate educational and professional programs and educational, and scientific units (centres, departments, laboratories, etc.) as the basis for training specialists in STRATCOM according to the profile of their departmental (functional) components.The spread of the newest, technologically sophisticated doctrines and practices of the destruction of the socio-mental sphere (conscientious, “mental”, “behavioural” wars) requires constant intelligence, scientific and analytical monitoring and understanding of these non-standard threats, the creation of a nationwide system of anticipating and countering the purposeful destruction of socio-cultural and spiritual-humanitarian spheres of social and state existence. У статті здійснено воєнно-наукознавчий аналіз еволюції у США у першій чверті ХХІ ст. базових концептуальних поглядів на місце й функції інформаційного протиборства як одного із вирішальних й системоутворюючих компонентів новітньої парадигми війн та воєнного мистецтва (воєнно-політичної конфліктності) у контексті фундаментальних зсувів політичної світобудови та еволюції воєнного мистецтва. На прикладі США доводиться, що у теорії воєнного та спеціального мистецтва дедалі більшого значення набувають доктринальні (концептуальні) та науково-прикладні кластери застосування «непрямих дій» та невоєнних форм і методів протиборства, їх інтеграція (взаємодія) із міжвидовими військовими угрупованнями, котрі діють в єдиному інформаційно-розвідувальному просторі (у т.ч. із застосуванням штучного інтелекту).Автори подають певні рекомендації для можливого врахування у розбудові (удосконаленні діяльності) інформаційно-безпекового компонента сектору безпеки і оборони України, посилення фундаментальної складової змісту професійної (спеціальної) підготовки спеціалістів із провадження діяльності у сфері стратегічних комунікацій, дослідження новітніх теорій та технологій діяльності у сфері впливу на масову свідомість, особливостей сучасних неконвенційних (гібридних) війн та конфліктів (комплексних дестабілізаційних кампаній). |
