| Description: | The article is devoted to the analysis of fundamental changes in archival affairs caused by moving to the information and digital society. The dynamic development of digital technologies, the exponential growth of digital information measures and changes in the methods of its creation, usage and storage pose unprecedented challenges and open up new possibilities for archival establishments. The necessity to adapt traditional archival methods, to ensure long-term preservation of digital documents, to guarantee their integrity, as well as to develop effective mechanisms for accessing digital archives in the context of constant technological changes and growing threats to information security determine the relevance of this research. The aim of this article is to clarify key aspects the transforming of archival affairs in the context of digitalisation, to identify the main problems and perspectives for the development of digital archives in Ukraine and in the whole world. Achieving this goal involves the use of general scientific (analysis, synthesis, generalisation), and special scientific methods. In particular, system and structural analysis — for the study of components of the digital archival system, comparative legal method — for the analysis of legislation in the sphere of digital archives and information security, as well as content analysis of scientific publications and regulatory documents. This publication studies the influence of digitalisation on all stages of the document life cycle — from its creation to archival storage and usage. The main problems associated with the preserving of digital documents (technological obsolescence, data migration, lack of unified standards) are identified. The role of metadata in ensuring the accessibility and authenticity of digital records is analysed. The key challenges of information security of digital archives are outlined (unauthorised access, data loss, cyberattacks), and the main approaches to their minimisation are identified. The changes in the professional activities of archivists and the requirements for their digital competence are studied. It is found out that the transformation of archival affairs is an irreversible process that requires a comprehensive approach that combines technological innovations, updating the regulatory basis, development of professional competencies and ensuring an appropriate level of the information security. Стаття присвячена аналізові фундаментальних змін в архівній справі, спричинених переходом до інформаційно-цифрового суспільства. Динамічний розвиток цифрових технологій, експоненційне зростання обсягів цифрової інформації та зміна способів її створення, використання й зберігання спричиняють перед архівними установами безпрецедентні виклики та відкривають нові можливості. Потреба в адаптації традиційних методів архівознавства, забезпечення довгострокового збереження цифрових документів, гарантування їхньої цілісності, а також розроблення ефективних механізмів доступу до цифрових архівів в умовах постійних технологічних змін і наростаючих загроз інформаційній безпеці визначають актуальність дослідження. Метою статті є з’ясування ключових аспектів трансформації архівної справи в умовах цифровізації, виявлення основних проблем і перспектив розвитку цифрових архівів в Україні та світі. Досягнення мети передбачає використання загальнонаукових (аналіз, синтез, узагальнення) та спеціально-наукових методів, зокрема системно-структурного аналізу — для дослідження компонентів цифрової архівної системи, порівняльно-правового методу — для аналізу законодавства у сфері цифрових архівів та інформаційної безпеки, а також контент-аналізу наукових публікацій і нормативних документів. У публікації досліджено вплив цифровізації на всі етапи життєвого циклу документа — від створення до архівного зберігання та використання. Визначено основні проблеми, пов’язані зі збереженням цифрових документів (технологічна застарілість, міграція даних, відсутність уніфікованих стандартів). Проаналізовано роль метаданих у забезпеченні доступності та автентичності цифрових записів, окреслено ключові виклики інформаційної безпеки цифрових архівів (несанкціонований доступ, втрата даних, кібератаки) та виявлено основні підходи до їх мінімізації. Розглянуто зміни у професійній діяльності архівістів і вимоги до їхньої цифрової компетентності. З’ясовано, що трансформація архівної справи є незворотним процесом, який потребує комплексного підходу, що поєднує технологічні інновації, оновлення нормативно-правової бази, розвиток професійних компетенцій і забезпечення належного рівня інформаційної безпеки. |
