| Περιγραφή: | The implementation of informatization projects in the military sphere faces a number of systemic problems that affect the pace of introducing modern solutions. From practical experience, it has been established that the absence of unified informatization strategy, ineffective coordination between management bodies and units involved in the project, and insufficient training of personnel engaged in the development and implementation of information technologies significantly complicate the realization of key initiatives. In this context, the analysis of the main challenges encountered during the implementation of informatization projects in the Armed Forces of Ukraine is highly relevant and aimed at finding ways to overcome them. The conducted analysis has identified the main issues arising during the execution and implementation of informatization projects within the Armed Forces of Ukraine, which can significantly impact the project's success. Overcoming these challenges requires a detailed project planning and management strategy that clearly defines the goal, priorities, and implementation stages. Improving coordination between management bodies and units can be achieved through the establishment of a Project Management Office (PMO), which will ensure transparency, synchronization of actions, and monitoring of the project’s schedule execution. At the same time, addressing the issue of insufficient personnel qualifications requires a systematic approach to training, including specialized training programs, recruitment of experienced specialists from relevant educational institutions, and the creation of a Competence Center that will provide the necessary training and support for the successful implementation of the project. Реалізація проєктів інформатизації у військовій сфері стикається з рядом системних проблем, які впливають на темпи впровадження сучасних рішень. З отриманого досвіду, в ході практичної роботи з’ясовано, що відсутність єдиної стратегії інформатизації, неефективна координація між органами управління, підрозділами, що приймають участь в проєкті, та недостатня підготовка персоналу, який залучається для розробки та впровадження у сфері інформаційних технологій, значно ускладнюють реалізацію ключових ініціатив. У даному контексті аналіз основних проблемних питань, які виникають під час впровадження проєктів інформатизації в Збройних Силах України, є надзвичайно актуальним і спрямованим на пошук шляхів їх подолання. Проведений аналіз дозволив виявити основні проблемні питання в ході ведення та впровадження проєктів інформатизації Збройних Сил України, які можуть суттєво вплинути на успішність проєкту. Для їх подолання необхідна деталізована стратегія планування та ведення проєкту, яка визначатиме чітку мету, пріоритети та стадії (етапи) реалізації проєкту. Покращення координації між органами управління та підрозділами можливе через створення Проєктного офісу управління проєктами (проєктом), який забезпечить прозорість, синхронізацію дій і контроль за виконанням заходів календарного плану проєкту. Водночас вирішення питання недостатньої кваліфікації персоналу потребує системного підходу до навчання, включаючи спеціалізовані програми підготовки та залучення фахівців із відповідним досвідом з профільних навчальних закладів та створення Центру компетенції, який забезпечить навчання та підтримку, необхідну для успішного виконання проєкту. |
