Περιγραφή: The article presents a theoretical analysis of the experience of implementing programs in the field of social service provision to internally displaced persons (IDPs) by non-governmental organizations (NGOs) in Ukraine. It examines the main aspects of NGO activities with this category of population, including approaches to planning, implementation, and monitoring of programs. Key problems and challenges faced by NGOs in delivering social services to IDPs are identified, such as organizational difficulties, limited financial resources, lack of qualified personnel, and legal constraints. Particular attention is paid to the importance of developing and implementing programs aimed at the integration and adaptation of IDPs into host communities, improving their social conditions and psychological well-being, and increasing awareness of their rights. The relevance of establishing such programs at the national level is emphasized, through inter-agency cooperation, inclusion in strategic documents, and the creation of stable funding mechanisms. Different models of social service delivery to IDPs within NGO activities are analyzed, including the roles of social support, psychological assistance, legal counseling, career guidance, and employment support. The significance of effective coordination between government bodies, local authorities, NGOs, and other social work actors is highlighted to ensure comprehensive and continuous assistance to IDPs. The article also presents the results of the study “Monitoring and Evaluation of the Effectiveness of Social Support Programs for IDPs.” Based on the analysis of empirical data, the most effective areas of activity are identified, along with the most urgent needs of IDPs requiring enhanced response from both the state and civil society. Conclusions are drawn regarding the need to improve program implementation mechanisms, particularly by reforming the legal framework and enhancing the professional training of personnel in the field of social work with IDPs.
У статті здійснено теоретичний аналіз досвіду реалізації програм у сфері надання соціальних послуг внутрішньо переміщеним особам (ВПО) громадськими організаціями (ГО) в Україні. Розглянуто основні аспекти діяльності громадських організацій із цією категорією населення, зокрема підходи до планування, реалізації та моніторингу програм. Визначено основні проблеми та виклики, з якими стикаються ГО під час надання соціальних послуг ВПО, включно з організаційними труднощами, обмеженими фінансовими ресурсами, нестачею кваліфікованих кадрів і нормативно-правовими обмеженнями. Особливу увагу приділено важливості розробки та впровадження програм, спрямованих на інтеграцію та адаптацію ВПО у приймаючі громади, покращення їхнього соціального становища, психологічного стану та підвищення рівня поінформованості щодо своїх прав. Наголошено на доцільності закріплення таких програм на національному рівні через міжвідомчу співпрацю, включення до стратегічних документів та створення стабільних механізмів фінансування. Досліджено різні моделі надання соціальних послуг ВПО в контексті діяльності ГО, зокрема роль соціального супроводу, психологічної підтримки, правового консультування, професійної орієнтації та підтримки зайнятості. Підкреслено значення ефективної координації між органами державної влади, місцевого самоврядування, ГО та іншими суб’єктами соціальної роботи з метою забезпечення комплексної та безперервної допомоги ВПО. У статті також представлено результати дослідження «Моніторинг та оцінка ефективності програм соціальної підтримки ВПО». На основі аналізу емпіричних даних визначено найрезультативніші напрямки діяльності, окреслено актуальні потреби ВПО, що потребують посиленого реагування з боку держави та громадянського суспільства. Зроблено висновки щодо вдосконалення механізмів реалізації програм, зокрема необхідності реформування законодавчої бази та підвищення рівня професійної підготовки кадрів у сфері соціальної роботи з ВПО.
