Description: The article in historical retrospect considers the experience of mapping and analysis of regional manifestations and risk of land overwetting in Ukraine as a leading process of modern changes in the ecological state of its geological environment. Since the importance of such monitoring increases in the conditions of technogenic regulating of surface runoff (on more than 75% of the riverbeds length as regional drains of soil aquifers), the impact of climate change, and the need to take into account the activation of dangerous exogenous geological processes during the implementation of post-war reconstruction and infrastructure restoration programs. The results of works on the mapping in part of updating the electronic "Map of the manifestation and development of overwetting by causes in the territory of Ukraine for 2015" in the ArcGis 10.2 environment are outlined. The results of a GIS analysis of overwetting territorial distribution in the territory of Ukraine and its changes for 2002-2015 are also presented in relation to the risks of other dangerous processes activation, especially on wetted loess rocks. These studies become an argument for the greening of environmental management policy in areas of technogenic risk and natural & technogenic risk of overwetting, especially in parts of irrigation technologies, restoration of surface and underground runoff, reconstruction of large reservoirs, modernization of water supply and drainage systems in urbanized areas. It is especially emphasized that for the proper justification and functioning of monitoring, it is necessary to fully restore periodic field surveys of overwetting manifestation, primarily in the areas affected by mass flooding of mines in mining areas.
У статті в історичній ретроспективі розглядається досвід картографічного відображення й аналізу регіональних проявів та ризику підтоплення земель в Україні як провідного процесу сучасних змін екологічного стану її геологічного середовища. Оскільки важливість такого моніторингу збільшується в умовах техногенного зарегулювання поверхневого стоку (на понад 75% протяжності річкових русел як регіональних дрен ґрунтових водоносних горизонтів), впливу змін клімату та потреби врахування активізації небезпечних екзогенних геологічних процесів під час реалізації програм повоєнної відбудови й відновлення інфраструктури. Викладено результати робіт з картографування підтоплення в частині розроблення оновленої електронної «Карти прояву та розвитку підтоплення за причинами на території України на 2015 р.» у середовищі ArcGis 10.2. Викладено також результати ГІС-аналізу територіального розподілу підтоплення по території України і його зміни за 2002-2015 рр. у взаємозв’язку з ризиками активізації інших небезпечних процесів, особливо у масивах підтоплених лесових порід. Ці дослідження стають аргументом для екологізації політики природокористування у ареалах ризику техногенного і природно-техногенного підтоплення, особливо в частині технологій зрошення, відновлення поверхневого і підземного стоку, реконструкції великих водосховищ, осучаснення систем водопостачання і водовідведення в урбанізованих районах. Наголошується, що для належного обґрунтування і функціонування моніторингу підтоплення необхідно відновити у повному обсязі періодичні польові обстеження його проявів, передусім у зонах впливу масового затоплення шахт в гірничовидобувних районах.
