| Περιγραφή: | Степень мобильности руководящих кадров отражала политическую стратегию партийно-советского руководства СССР и менялась в зависимости от актуальности властных приоритетов. Цель исследования - выявить степень мобильности руководящих кадров в системе местных Советов депутатов трудящихся/народных депутатов БССР в 1965-1985 гг. Материал и методы. Статья подготовлена на основе анализа опубликованных документов и материалов Национального архива Республики Беларусь. Использованы научные принципы историзма и системности, общенаучные и конкретно-исторические методы. Результаты и их обсуждение. Кадровая политика в Советах БССР в 1965-1985 гг. была направлена на стабилизацию кадрового состава руководителей разного уровня, что вполне удовлетворяло местную советскую номенклатуру, давала как ясные карьерные перспективы постепенного должностного роста, так и гарантии от резких падений. Заключение. В результате функционирования такой системы руководитель имел реальные знания объекта своего управления, обладал опытом и навыками низовой практической работы, отвечавшими требованиям сложившейся политико-экономической системы, ориентированными на воспроизводство, но не на ее кардинальную реорганизацию. The degree of mobility of senior personnel reflected the political strategy of the Party-Soviet leadership of the USSR and changed depending on the change of power priorities.The purpose of the study is to identify the degree of mobility of senior personnel in the system of local Soviets of Workers’/People’s Deputies of the BSSR in 1965-1985.Material and methods. The article is based on the analysis of published documents and materials of the National Archive of the Republic of Belarus. The scientific principles of historicism and consistency, general scientific and concrete historical methods are used.Findings and their discussion. The personnel policy in the Soviets of the BSSR in 1965-1985 was aimed at stabilizing the personnel composition of managers of various levels, which fully satisfied the local Soviet nomenclature, gave both clear career prospects for gradual official growth and guarantees against sharp falls.Conclusion. As a result of the functioning of such a system, the head had real knowledge of the object of his management, had experience and skills of grassroots practical work that met the requirements of the current political and economic system, focused on reproduction, but not on its cardinal reorganization. |
