| Description: | There is presented the analysis and the rationale for approaches to the improvement of the system of provision of schoolchildren with a healthy nutrition. There was used the expert-analytical method of the study. Economically developed countries have different programs for the food assistance to the population, including students. In the subjects of the Russian Federation similar programs are differed as well in their approaches as in financing, that requires an alignment and codification. In Russia, in the framework of the "green box" of WTO there was developed and used the Concept of the development of domestic food aid. With the targeted food support about 14% of the population of the country may be covered. Meals in educational institutions are the explicit form offood aid. Students from low-income families and large families, as well as from families whose per capita income is less than the minimum subsistence level have the right to receive the free or discounted nutrition. The use of national concepts of domestic food assistance in the development and implementation of the state social assistance to the population will allow the organs of state power of subjects of the Russian Federation and local governments to significantly improve the provision of children with a healthy nutrition, especially them who study in educational institutions. Представлен анализ и обоснование подходов к совершенствованию системы обеспечения школьников здоровым питанием. Использовался экспертно-аналитический метод исследования. Экономически развитые страны имеют различные программы продовольственной помощи населению, в том числе обучающимся. В субъектах Российской Федерации подобные программы различаются как в подходах, так и в финансировании, что требует унификации и упорядочения. В России в рамках «зеленой корзины» ВТО разработана и используется Концепция развития внутренней продовольственной помощи. Адресной продовольственной поддержкой может быть охвачено около 14% населения страны. Питание в образовательных учреждениях явная форма продовольственной помощи. Право получения бесплатного или со скидкой питания имеют учащиеся из малоимущих и многодетных семей, из семей, среднедушевой доход которых не превышает величины прожиточного минимума. Использование при разработке и осуществлении мер государственной социальной помощи населению национальной Концепции развития внутренней продовольственной помощи позволит органам государственной власти субъектов Российской Федерации и органам местного самоуправления существенно улучшить обеспечение детей здоровым питанием, особенно обучающихся в образовательных организациях. |
