| Description: | The article contains theoretical substantiation of necessity of creation and use of the regional monitoring system of project management in enterprises and organizations the result of the first phase of a large research project. There was conducted an analysis of generalized thematic groups of scientific researches of different authors to prove the relevance of problem of creation of the monitoring system and to determine the main directions and results for further research. It is shown that there is developed theoretical and methodological basis for the development of project management monitoring system. However, the relevant scientific problem, which is that while there is no comprehensive and scientifically sound development of the modeling and implementation of the quality monitoring system of project management and further development of the performance management system of innovative-investment projects of the region, taking into account the fundamental differences of the project activities of the enterprises of small, medium and large businesses. Overcoming this problem is expected with the implementation of the development of theoretical and methodological foundations, methodological principles and practical recommendations for the creation of a regional system of monitoring the quality of project management of enterprises with different parameters. It describes main directions and results of the creation of the monitoring system: model of the regional system of monitoring the quality of innovation and investment projects of enterprises; comparative assessment of the quality of project management in the context of different groups of enterprises; the performance management system on the basis of monitoring of innovation and investment projects of enterprises; information and analytical complex, which includes the database and analytical reports on the state of project management. Представлено теоретическое обоснование необходимости создания и использования региональной системы мониторинга управления проектами на предприятиях и в организациях результаты первого этапа большого научного проекта. Для обоснования актуальности проблемы создания системы мониторинга и определения основных направлений и их результатов для дальнейшей работы проведен анализ обобщенных тематических групп научных исследований разных авторов. Показано, что имеются развитые теоретические и методологические основы для разработки системы мониторинга управления проектами. Обозначена проблема отсутствия комплексных и научно обоснованных разработок по моделированию и реализации системы мониторинга качества управления проектами и дальнейшему формированию системы управления эффективностью инновационно-инвестиционных проектов региона с учетом принципиальных различий проектной деятельности предприятий малого, среднего и крупного бизнеса, преодоление которой предполагается с помощью разработки теоретико-методологических основ, методических положений и практических рекомендаций по созданию региональной системы мониторинга качества управления проектами предприятий с различными параметрами. Описаны основные направления и результаты создания системы мониторинга: модель региональной системы мониторинга качественного уровня управления инновационно-инвестиционными проектами предприятий; система управления эффективностью на базе такого мониторинга; сравнительная оценка качества управления проектами в разрезе разных групп предприятий; информационно-аналитический комплекс, включающий базу данных и аналитические отчеты о состоянии управления проектами. |
