| Description: | The problems of disablement after injuries and their sequelae have been considered during the existence of different examination structures (Medical-and-labor Examination Commission and ВТЭК and the Bureau of Medical-and-social Examination, introduced in Russia from 1997) and the effectiveness of their activity has been analyzed in terms of the prevention and rehabilitation of the disabled persons of different age and social groups after the locomotor system injuries using an example of one of the most major industrial regions of Russia the city of Cheliabinsk and the Cheliabinsk region. The comparative analysis of the main characteristics of primary and persistent disablement has been studied in 13041 those suffered from the locomotor system injuries during the work of Medical-and-labor Commission (1992-1996) and in 12137 those who had suffered and had been considered as disabled persons in the period of the Bureau of Medical-and-social Examination work (1997-2001). The main directions of its activity in the field of prevention and rehabilitation of the disabled persons have been established. The ways of improving the system of the Bureau of Medical-and-social Examination in the conditions of social-and-economical changes in the country have been determined according to the results obtained. Рассматриваются вопросы инвалидности от травм и их последствий в процессе существования различных экспертных структур (ВТЭК и учрежденного в России с 1997 года МСЭ) и анализируется эффективность их деятельности в плане профилактики и реабилитации инвалидов после травм опорно-двигательной системы различных возрастных и социальных групп на примере одного из крупнейших промышленных регионов России города Челябинска и Челябинской области. Сравнительный анализ основных характеристик первичной и стойкой инвалидности изучен у 13041 пострадавшего от травм ОДС в период работы ВТЭК (1992-1996) и у 12137 пострадавших и признанных инвалидами в период работы МСЭ (1997-2001). Установлены основные направления его деятельности в профилактике и реабилитации инвалидов. Согласно полученным результатам исследования определены пути совершенствования системы МСЭ в условиях социально-экономических преобразований в стране. |
