| Description: | The article considers the problems of sustainable and balanced development of industry in the Republic of Dagestan, caused by the lack of investment resources, which is the reason why large-scale production of the region has lost the ability to diversify and to ensure sustainable development trends. The factors, impeding the development of industry in the region and the creation of favourable investment climate, are investigated. In order to change the investment situation in the region, it is proposed to set the measures aimed at neutralizing the negative factors, including the institutional and structural reforms, the efficient use of the reserves of the real sector of the economy, improvement of tax and financial activities, the methods and forms of the state property management, development of the market infrastructure and introduction of the innovative technologies, creation of favorable conditions for attracting investment, in particular through the organization of special economic zones and zones of cross-border trade, etc. The adequacy of potential is fixed; its system disclosure will assist an implementation of the complex of measures of industrial development. The main measures are presented; their implementation will promote to an increase in the production potential of the industry and development of sustainable regional socio-economic system, including intensive modernization of the industrial complex on the basis of more complete use of its investment potential, increase in the economic activity of the population by enhancing social mobility and improving the quality of human capital, the development of new foreign markets of high-tech products and industries of promising specialization, the introduction of the new resource-saving technologies and others. Рассматриваются проблемы устойчивого и сбалансированного развития промышленности Республики Дагестан, вызванные недостаточностью инвестиционных ресурсов, в силу чего крупное производство региона потеряло способность эффективно диверсифицироваться и обеспечивать устойчивые тенденции развития. Исследованы факторы, препятствующие развитию промышленности региона и формированию благоприятного инвестиционного климата. Для изменения инвестиционной ситуации в регионе предлагается комплекс мер по нейтрализации негативных факторов: проведение институциональных и структурных преобразований; эффективное задействование резервов реального сектора экономики; совершенствование налоговой и кредитно-финансовой деятельности, методов и форм управления государственной собственностью; развитие рыночной инфраструктуры и внедрение инновационных технологий; создание благоприятных условий для привлечения инвестиций, в том числе и путем организации особых экономических зон и зон приграничной торговли, и т. д. Установлена достаточность потенциала, системное раскрытие которого позволит реализовать комплекс мер по развитию промышленности. Приведены основные меры, реализация которых позволит увеличить производственный потенциал промышленности и будет способствовать формированию устойчивости региональной социально-экономической системы: интенсивная модернизация промышленного комплекса на основе более полного использования его инвестиционного потенциала; повышение экономической активности населения путем усиления социальной мобильности и улучшения качества человеческого капитала; освоение новых внешних рынков высокотехнологической продукции и отраслей перспективной специализации; внедрение новых ресурсосберегающих технологий и др. |
