Περιγραφή: This publication continues a cycle of Prof. G. Gereykhanov’s articles devoted to the social and philosophical analysis of the relationship between the state (as a leading political institution) on the one hand, and the Muslim Ummah on the other. The collapse of the Marxist-Leninist ideology and the collapse of the Soviet Union could not fail reflect on the social reality of the Muslim Ummah in Russia and in the state-Islamic relations. Author considers that the last decade of the twentieth century and the first decade of the XXI century is the key period in respect of both the further development of ethno-cultural, socio-political, spiritual and so on processes in "Muslim" areas of Russia and for the understanding of such processes. The author by examining social and philosophical and political-science sources of these twenty years, shows that the ideas expressed in those publications are not only lost their cognitive and practical value, but also can be viewed as a basis for policy-making, adequate to modern realities. Based on this study the author proposes four priorities for optimization of Russian state policy in "Muslim" areas: 1) improvement of legal and regulatory framework of confessional and ethnic relations, 2) elimination of the reasons of interfaith, interethnic tensions and conflicts, conditions and factors of aggravation of the military and political tensions at the Russian "Muslim" regions, 3) Development and implementation of an effective national program of socio-economic development of the border regions with predominantly Muslim population, 4) activities to improve spiritual and socio-cultural foundations of interethnic, inter-religious relations.
Крах марксистско-ленинской идеологии и распад СССР не мог не отразиться на социальной реальности мусульманской уммы в России и на государственно-исламских отношениях. Последнее десятилетие ХХ века и первое десятилетие XXI века можно по праву считать ключевым периодом как в отношении дальнейшего развертывания этнокультурных, социально-политических, духовных и проч. процессов в «мусульманских» регионах России, так и для понимания таковых процессов. Исследуя социально-философские и политологические источники этих 20 лет лет, автор показывает, что высказанные в них идеи не только не утратили свою познавательную и практическую ценность, но и могут рассматриваться в качестве основы принятия адекватных современным реалиям политических решений.
