| Description: | The paper examines the impact of spatial disparities on the development of most important spheres of the Russian economy innovation and investment. The objective differences of the regions are in their potential. There are great opportunities for the development of investment and innovation climate. By the example of the subjects of the Siberian Federal District, the susceptibility of innovations and the activity of regions have been evaluated, which showed the persistence of differentiation between them. The purpose of the study is to assess the current conditions of the country’s area on different geo-spatial levels from regional to national. During their study the authors concluded that the activation of innovation processes in regions is a prerequisite for reducing territorial imbalances of the country. Even in current conditions of external constraints, Russia has the main prerequisites for the transition to an innovative path of development through the use of accumulated economic potential and available resources, through the enhancement of the production competitiveness, reduction of investment risks and through the increasing of the attractiveness of territories for domestic and foreign investors. However, the effective development of a relatively small number of subjects cannot lead them to a level higher than all-Russian, because most of them have great difficulties in improving competitiveness even in the domestic market. In this regard, the authors note that a crucial role is played by the improvement of planning and forecasting, as well as by the state policy in the field of innovation development of the country. Рассматривается влияние пространственных диспропорций на развитие важнейших сфер экономики России инновационную и инвестиционную. Отмечены объективные различия регионов в их потенциале и большие возможности развития инвестиционного и инновационного климата. На примере субъектов Сибирского федерального округа проведена оценка восприимчивости инноваций и активности регионов, которая показала сохранение дифференциации между ними. Цель исследования заключается в оценке текущего состояния пространства страны на различных геопространственных уровнях от странового до регионального. В ходе исследования авторы пришли к выводу о том, что активизация инновационных процессов в регионах является необходимым условием снижения территориального дисбаланса страны. Даже в современных условиях внешних ограничений Россия имеет основные предпосылки для перехода на инновационный путь развития за счет использования накопленного экономического потенциала, имеющихся ресурсов, повышения конкурентоспособности производимой продукции, снижения инвестиционных рисков и повышения привлекательности территорий для внутренних и внешних инвесторов. Однако эффективное развитие относительно небольшого числа субъектов не может вывести их на уровень выше общероссийского, так как большинство из них испытывают огромные трудности в повышении конкурентоспособности даже на внутреннем рынке. В связи с этим в статье отмечается, что решающую роль имеет совершенствование методов планирования и прогнозирования, а также государственная политика в области инновационного развития страны. |
