| Description: | Совершенствование инвестиционной политики монопрофильных муниципальных образований является одним из основных факторов социально-экономического развития моногородов и оказывает непосредственное прямое влияние на создание новых и модернизацию действующих рабочих мест, приток инвестиций, повышение уровня заработной платы, повышение уровня жизни населения. В статье уточняется понятия моногород и инвестиционная политика моногорода, изучаются основные механизмы развития инвестиционной политики монопрофильных муниципальных образований в РФ. Обоснованы отечественные и зарубежные подходы к определению монопрофильности муниципальных образований. На основе анализа статистических данных делается вывод о наличии основных проблем развития моногородов РФ в настоящее время, среди которых зависимость социально-экономического положения моногорода, уровня собственных доходов муниципалитета от деятельности градообразующего предприятия, снижение качества жизни населения, депопуляция населения, отсутствие ресурсов и т.д. Проведен анализ социально-экономического развития моногорода Асбестовский городской округ, определены основные проблемы в области инвестиционной политики. В качестве решения проблем предлагается присвоение статуса территории опережающего социально-экономического развития. Improving the investment policy of mono-profile towns is one of the main factors of the socio-economic development of mono-industry towns and has a direct impact on the creation of new and upgrading of existing jobs, investment inflows, higher wages, and higher living standards. The article clarifies the concepts of monotowns and its investment policy, studies the main mechanisms for the development of the investment policy of mono-profile towns in the Russian Federation. The domestic and foreign approaches to the definition of mono-profile towns are substantiated. Based on the analysis of statistical data, it is concluded that there are major problems in the development of single-industry cities in the Russian Federation at present, including the dependence of the socioeconomic status of the monotown, the level of the municipal revenues on the activities of the town-forming enterprise, the quality of life of the population, depopulation, lack of resources, etc. The analysis of the socio-economic development of the monotown Asbestovsky urban district, identified the main problems in the field of investment policy. As a solution to the problems, it is proposed to assign the status of the territory of advanced social and economic development. |
