Περιγραφή: This introductory chapter outlines the issues framing the 2016 congressional elections. The Republican-majority 114th Congress (2015–2016) engaged in contentious budget debates with its own members and the Obama White House. It was known as a do-nothing Congress, but overrode an Obama veto for the first and only time. The House elected a new speaker, Paul Ryan, and experienced an unprecedented sit-in by Democrats demanding action on gun control. The Senate, in turn, refused to hold hearings to fill a Supreme Court vacancy. Through the campaign season, Democrat Hillary Clinton was expected to win the presidency and Republicans feared losing their Senate majority. The insurgent Trump campaign won the presidency and congressional incumbents won reelection at typically high rates, but the American electorate remained polarized.
