| Description: | Создание доступной среды, обеспечивающей инвалидам и иным маломобильным группам населения равные с другими гражданами возможности в различных сферах жизни, — процесс, требующий консолидированных усилий со стороны как федеральных, так и региональных органов государственной власти. В работе рассматривается правовое гарантирование как один из важнейших инструментов воздействия на формирование доступной среды, предоставляющий субъектам как юридическую, так и фактическую возможность реализации права на доступную среду. Автор делает вывод об особом статусе программных документов, определяющих ценностную основу правового гарантирования создания доступной среды в субъектах Российской Федерации. Creating the accessibility of facilities and services open or provided for persons with disabilities to be guaranteed full enjoyment of their rights without discrimination is a process that requires consolidated efforts on the part of both federal and regional public authorities. The paper considers legal guarantee as one of the most important tools providing persons with disabilities with both legal and actual opportunity to exercise their rights. The article concludes about the special status of the program documents defining the value basis of the legal guarantee of the accessible environment creation in the regions of the Russian Federation. |
