Περιγραφή: В статье рассматриваются перспективы развития стратегического градостроительного планирования, противоречия задач, которые возникают в градостроительной практике, и нормативно-правовой документации, разрабатываемой сегодня. Сформулирована проблема несоответствия современной градостроительной практики и нормативно-правовой основы градостроительства, сформулирована потребность в создании новых комплексных методик пространственного планирования регионального и федерального уровня. Рассмотрены актуальные проблемы стратегического пространственного планирования. Работа опирается на методы комплексного анализа и обзора источников и авторских материалов. Определена специфика техносферного и биосферного взаимодействия систем с учетом пространственного развития и масштабирования градостроительных задач, проявившихся как части глобальных вызовов Российской Федерации. Выявлена роль природного комплекса в урбанизированной среде. Определен потенциал пространственного развития регионального и межрегионального уровня, выявлена роль природного комплекса как более сложной системы, взаимодействующей с искусственной средой обитания человека.
The article examines the prospects for the development of strategic urban planning, contradictions between urban planning practice and the regulatory framework being developed today. The problem of the mismatch between modern urban planning practices and the legal framework is formulated, highlighting the need for new comprehensive spatial planning methodologies at the regional and federal levels. Current issues of strategic spatial planning are discussed. The study relies on methods of comprehensive analysis and review of sources and authorial materials. The specifics of the interaction between technospheric and biospheric systems are determined, considering spatial development and the scaling of urban planning tasks that have emerged as part of the global challenges facing the Russian Federation. The role of natural complexes in the urban environment is identified. The potential for spatial development at the regional and interregional levels is assessed, and the role of natural complexes as more complex systems interacting with the artificial human habitat is highlighted.
