| Description: | Рассматривается впервые появившаяся за последние годы и ставшая неожиданной для юристов тенденция расширения полномочий субъектов Российской Федерации по регулированию общественных отношений, установлению правил, обязательных для граждан и организаций. Автор отмечает, что избранный сценарий правового регулирования мер противодействия распространению новой коронавирусной инфекции имел несколько альтернатив. Предлагаются возможные варианты совершенствования федерального законодательства по результатам анализа и усвоения уроков пандемии. The article considers the first trend that has appeared in recent years and has become unexpected for lawyers to expand the powers of the constituent entities of the Russian Federation to regulate public relations, establish rules binding on citizens and organizations. The author notes that the chosen scenario of legal regulation of measures against the spread of COVID-19 had several alternatives. Possible options for improving federal legislation based on the analysis and learning from the pandemic are proposed. |
