| Description: | Статья посвящена проблемным вопросам применения пропорциональной избирательной системы на муниципальных выборах. Избирательное законодательство субъектов Российской Федерации предусматривает различные условия применения пропорциональной избирательной системы на выборах муниципального уровня в зависимости от уровня муниципального образования, числа избирателей, зарегистрированных на его территории, особенностей административно-территориального деления и иных обстоятельств. На основании изучения судебной практики, а также норм региональных законов автор приходит к выводу о необходимости дальнейшего совершенствования механизма применения пропорциональной избирательной системы The article is devoted to the problematic issues of applying the proportional electoral system in municipal elections. The electoral legislation of the constituent entities of the Russian Federation provides for various conditions for the application of a proportional electoral system in elections at the municipal level, depending on the level of the municipality, the number of voters registered on its territory, the specifics of the administrative-territorial division and other circumstances. Based on the study of judicial practice, as well as the norms of regional laws, the author comes to the conclusion that it is necessary to further improve the mechanism for applying a proportional electoral system. |
