| Description: | Decree No. 808 issued by the President of the Russian Federation on December 24, 2014 “On Approving the Fundamentals of the State Cultural Policy” states that the integrated culture management system must provide for the creation of activity coordination mechanisms and methodological support for subjects of state cultural policy at various levels. The development and implementation of the provisions included in the presented scientific publication was necessitated by the need to scientifically substantiate the criteria for attributing Russian cultural institutions to the federal, regional and municipal levels. This scientific work is designed to help government culture management authorities pertaining to the federal, regional and municipal levels to make more thoughtful and informed decisions that will help strengthen the cultural potential of the territory and improve the quality and accessibility of cultural services. The monograph is intended for employees of the cultural domain culture, representatives of the administrations of federal, regional and municipal entities, teachers and graduate students of universities. Согласно Указу Президента Российской Федерации от 24 декабря 2014 г. № 808 «Об утверждении Основ государственной культурной политики», комплексная система управления культуры должна предусматривать формирование механизмов координации деятельности и методическое обеспечение субъектов государственной культурной политики различных уровней. Разработка и реализация положений представленного научного издания обусловлены необходимостью научно обосновать критерии отнесения российских учреждений культуры к федеральному, региональному и муниципальному уровню. Данная научная работа призвана помочь государственным органам управления культурой на федеральном, региональном и муниципальном уровнях принимать более продуманные и обоснованные решения, которые будут способствовать укреплению культурного потенциала территории, повышению качества и доступности оказания услуг в сфере культуры. Монография рассчитана на работников сферы культуры, представителей администраций федеральных, региональных и муниципальных образований, а также преподавателей и аспирантов вузов. |
