| Description: | This paper discusses the problems hampering the development of the shipbuilding cluster of the Far East. On the basis of the materials of the audit conducted by the Accounts Chamber of Russia together with the Chamber of Control and Accounts of the Primorsky Territory, the shortcomings that hinder the development of the «Bolshoy Kamen» Advanced Development Territory are analyzed.Key word: Shipbuilding, Ship repair, the Ship-building cluster, the Territory of the advancing development, Audit Chamber.Keywords: Shipbuilding, Ship repair, the Ship-building cluster, the Territory of the advancing development, Audit Chamber. The Zvezda plant is the main resident of the shipbuilding cluster of the Far East in terms of the number of attracted investments and ongoing projects over the coming decades, and is geographically located in the Bolshoy Kamen Advanced Development Territory, and also enjoys preferences relying on a special economic regime. Attempts have been made to establish the reasons for which the Zvezda plant does not have time to develop properly in accordance with the established plan in a timely manner. Analyzed the performance of some indicators of the state program «Development of shipbuilding and technology for the development of offshore fields in 2013 – 2030». The factors affecting the development of the cluster are considered. The foreign experience of South Korea, China and Japan on the definition of economic models that allow assessing the impact of not only industrial subsidies, but also all tools of state support for shipbuilding, as well as the impact of shipbuilding on other related and non-related industries, is considered. В данной работе рассматриваются проблемы, затрудняющие развитие судостроительного кластера Дальнего Востока. На основе материалов проверки, проведенной Счётной палатой России совместно со Контрольно-счётной палатой Приморского края, проанализированы недостатки, мешающие развитию Территории опережающего развития «Большой Камень». Завод «Звезда» является главнейшим резидентом судостроительного кластера Дальнего Востока по количеству привлекаемых инвестиций и реализуемых проектов в перспективе на ближайшие десятки лет, и географически располагается на Территории опережающего развития «Большой Камень», а также пользуется преференциями, полагающимися в рамках особого экономического режима. Произведены попытки установить причины, по которым завод «Звезда» должным образом не успевает развиваться согласно установленному плану в установленные сроки. Проанализировано исполнение некоторых показателей государственной программы «Развитие судостроения и техники для освоения шельфовых месторождений на 2013–2030 годы». Рассмотрены факторы, влияющие на развитие кластера. Рассмотрен зарубежный опыт Южной Кореи, Китая и Японии по определению экономических моделей, позволяющих оценить влияние не только промышленных субсидий, но и всех инструментов государственной поддержки судостроения, а также влияние судостроения на другие смежные и не смежные отрасли. |
