Статья нацелена на выявление проблем и поиск путей отмены торможения инновационного развития в регионах, посредством применения системного анализа достижений Стратегии 2020 в сопоставлении с позитивными моделями инновационного развития в мире. В качестве одной из основных проблем развития названы ошибки инвестиционной стратегии, действующей в регионах. Для решения этой проблемы необходим переход к настоящим венчурным принципам инвестирования и создание венчурных фондов и банков в каждом регионе с обязательным применением в качестве залога интеллектуальной (промышленной) собственности. Проанализированы также некоторые аспекты формирования инновационной инфраструктуры. Рассмотрены резервные возможности для формирования среднего класса в обществе с одновременным повышением эффективности управления финансовой деятельностью в регионах. The article is aimed at identifying problems and finding ways to reverse the inhibition of innovative development in the regions by applying a systematic analysis of the achievements of Strategy 2020 in comparison with positive models of innovative development in the world. The errors of the investment strategy operating in the regions were named as one of the main development problems. To solve this problem, a transition to the present venture principles of investment and the creation of venture capital funds and banks in each region with the mandatory use of intellectual (industrial) property as a guarantee are required. Some aspects of the formation of innovative infrastructure are also analyzed. The reserve possibilities for the formation of a middle class in society with a simultaneous increase in the efficiency of financial management in the regions are considered. |
