В статье рассматриваются подходы к оценке эффективности деятельности государственных корпораций России. Показано, что особенность деятельности госкорпораций и их тесная связь с государством не позволяют адекватно оценивать их методами, применяемыми к коммерческим компаниям. Предлагается включить в систему оценки показатели, характеризующие соответствие деятельности конкретной госкорпорации национальным стратегических приоритетам, а также отражающие степень участия госкорпорации в реализации целей социально-экономического развития страны. Использование предлагаемого подхода показано на примере оценки эффективности государственной корпорации развития «ВЭБ.РФ» (ранее «Внешэкономбанк»). Показано, что госкорпорация в большой мере эффективно реализует поставленные перед ней стратегические цели и задачи. Ее деятельность четко увязана с национальными целями и стратегиями развития. ГК «ВЭБ.РФ» может решать реальные социально-экономические проблемы, а также является действенным инструментом точечного реагирования на наиболее геополитические, социальные и экономические потрясения. The article discusses approaches to assessing the effectiveness of the activities of state corporations in Russia. It is shown that the peculiarity of the activities of state corporations and their close relationship with the state do not allow them to be adequately assessed by the methods applied to commercial companies. It is proposed to include in the assessment system indicators that characterize the compliance of the activities of a particular state corporation with national strategic priorities, as well as reflecting the degree of participation of the state corporation in the implementation of the goals of the country's socio-economic development. The use of the proposed approach is illustrated by the example of evaluating the effectiveness of the state development corporation VEB.RF (formerly «Vnesheconombank»). It is shown that the state corporation to a large extent effectively implements its strategic goals and objectives. Its activities are clearly linked to national goals and development strategies. SC «VEB.RF» can solve real socio-economic problems, and is also an effective tool for a targeted response to the most geopolitical, social and economic shocks. |
