Description: Материалоемкость экономики, длительный жизненный цикл предприятий, неизменность отраслевой структуры, глобализация и размытие границ отдельных экономик, мобильность рабочей силы с присущим ей запасом потребительской емкости конечного продукта - вот сущностные основы пространственного планирования развития территорий. В современных реалиях на первый план выступают другие факторы влияния, пределы планирования и ограничители. В статье рассматриваются: расслоение общества на классы, низкая миграционная способность; переход к очередному технологическому укладу по результатам четвёртой технологической революции, не учет низкой материалоемкости производств в постиндустриальной экономике; глобальное изменение климата. Авторы сконцентрировались на создании и внедрении Единой системы строительного комплекса (ЕССК) Санкт-Петербурга, как приоритетного проекта города по повышению качества и эффективности государственного управления и повышения комфортности среды обитания человека. The material intensity of the economy, the long life cycle of enterprises, the invariability of the industry structure, globalization and blurring the boundaries of individual economies, the mobility of labor with its inherent stock of consumer capacity of the final product are the essential foundations of spatial planning for thedevelopment of territories. In today's realities, other influences, planning limits, and constraints are at the forefront. The article considers: stratification of society into classes, low migration ability; transition to the next technological framework according to the results of the fourth technological revolution, not taking into account the lowmaterial intensity of production in the post-industrial economy; global climate change. The authors concentratedon the creation and implementation of the Unified System of the Construction Complex (ESSC) of St. Petersburg, as a priority project of the city to improve the quality and efficiency of public administration and increase the comfort of the human habitat.
