Description: Public danger and current state of the turnover of falsified building materials are considered. It is stated that the scale of turnover of falsified building materials can only increase. The following factors of determination of the turnover of falsified building materials have been established: the factor of economic benefit; the factor of regulatory guillotine; the «epidemiological» factor; the factor of import substitution; the customs factor; the factor of insufficient responsibility. In accordance with the established factors of determination the main directions and measures of counteraction to the turnover of falsified building materials are proposed: product labeling and digitalization of the turnover of building materials; minimization and control of imports; optimization of state control; consolidation of efforts of business, government and civil society; adaptation of foreign experience; victimological prevention. The conclusion is made about the need and prospects for further scientific research into the problems of counteracting the turnover of falsified building materials.
Рассмотрены общественная опасность и актуальное состояние оборота фальсифицированных строительных материалов. Констатируется, что масштабы оборота фальсифицированных строительных материалов могут только возрастать. Установлены следующие факторы детерминации оборота фальсифицированных строительных материалов: фактор экономической выгоды; фактор регулятивной гильотины; «эпидемиологический» фактор; фактор импортозамещения; таможенный фактор; фактор недостаточной ответственности. В соответствии с установленными факторами детерминации предложены основные направления и меры противодействия обороту фальсифицированных строительных материалов: маркировка продукции и цифровизация оборота строительных материалов; минимизация и контроль импорта; оптимизация государственного контроля; консолидация усилий бизнеса, власти и гражданского общества; адаптация зарубежного опыта; виктимологическая профилактика. Сделан вывод о необходимости и перспективах дальнейшего научного исследования проблем противодействия обороту фальсифицированных строительных материалов.
