Description: Представленная статья посвящена анализу сельскохозяйственной отрасли в Луганской Народной Республике и перспективам развития малого и среднего предпринимательства в данном секторе экономики. В статье проанализированы показатели производства и реализации основных видов сельскохозяйственной продукции, рассмотрено общее состояние сельскохозяйственной отрасли в ЛНР. Отмечено, что, несмотря на ежегодную положительную тенденцию увеличения объема реализации сельскохозяйственной продукции, производимая продукция не может удовлетворить в полном объеме потребности населения. В связи с этим создаются широкие перспективы для импорта, что отрицательно сказывается на продовольственной безопасности региона. Определено, что негативным фактором для развития сельского хозяйства является низкий уровень технической оснащенности отрасли. Используемая сельскохозяйственная техника имеет большой срок эксплуатации и низкие качественные параметры, что увеличивает оптимальные агротехнические сроки для выполнения сельскохозяйственных работ. Авторы приходят к мнению, что в связи со сложившейся социально-политической обстановкой состояние сельскохозяйственной отрасли можно назвать депрессивным, выход из этого положения просматривается в эффективном развитии предпринимательской среды в данной отрасли, государственно-частном партнерстве и государственной поддержке в разных ее проявлениях. Одним из вариантов создания такой среды представляется создание республиканского кластера и вовлечение в него всех хозяйствующих субъектов, коммуникации между которыми происходят на договорной основе. Движущей силой в создании и функционировании такого регионального кластера является экономический эффект для основных участников от скоординированной объединенной деятельности в сравнении с их обособленной деятельностью вне кластера. Для достижения экономического эффекта предлагается каждое предприятие рассматривать в качестве составляющей экономической системы — регионального кластера, элементы которой непрерывно взаимодействуют и самоорганизуются. The presented article is devoted to the analysis of the agricultural industry in the Lugansk People’s Republic and the prospects for the development of small and medium-sized businesses in this sector of the economy. The article analyzes the indicators of production and sales of the main types of agricultural products, considers the general state of the agricultural industry in the LPR. It is noted that, despite the annual positive trend of an increase in the volume of sales of agricultural products, the products produced cannot fully satisfy the needs of the population. In this regard, broad prospects for imports are created, which negatively affects the food security of the region. It was determined that a negative factor for the development of agriculture is the low level of technical equipment in the industry. The agricultural machinery that is being used has been exploited for a long time and has low quality parameters, which increases the optimal agrotechnical terms for performing agricultural work. The authors come to the conclusion that in connection with the current socio-political situation, the state of the agricultural industry can be called depressive, the way out of this situation can be seen in the effective development of the business environment in this industry, public-private partnership and state support in its various manifestations. One of the options for creating such an environment is the creation of a republican cluster with the involvement of all economic entities, communications between which take place on a contractual basis. The driving force in the creation and functioning of such a regional cluster is the economic effect for the main participants from coordinated joint activities in comparison with their separate activities outside the cluster. In order to achieve an economic effect, it is proposed to consider each enterprise as a component of the economic system — a regional cluster, the elements of which continuously interact and self-organize.
