В настоящей статье на основе диахронного анализа законодательно-нормативной базы стратегического планирования выделены этапы формирования институциональной среды стратегирования с точки зрения отражения в стратегических документах регионального развития инвестиционной составляющей. Установлено, что Стратегия пространственного развития Российской Федерации до 2025 г. содержит перечень перспективных направлений специализации для каждого субъекта Российской Федерации, являющихся основой для выявления ключевых факторов повышения инвестиционной активности территорий. На примере Республики Башкортостан произведен анализ финансовых показателей организаций, основной вид деятельности которых выделен в Стратегии пространственного развития РФ до 2025 г. как критически важный для экономики республики. In this article, on the basis of a diachronous analysis of the legislative and regulatory framework for strategic planning, the stages of the formation of the institutional environment of strategizing from the point of view of reflecting the investment component in the strategic documents of regional development are highlighted. It has been established that the Strategy for the Spatial Development of the Russian Federation until 2025 contains a list of promising areas of specialization for each constituent entity of the Russian Federation, which are the basis for identifying the key factors for increasing the investment activity of territories. Using the example of the Republic of Bashkortostan, an analysis of the financial indicators of organizations was carried out, the main type of activity of which was highlighted in the Strategy for the Spatial Development of the Russian Federation until 2025 as critically important for the economy of the republic. |
