В статье излагается комплекс мероприятий превращения предприятий ОПК в стимулятор развития отечественной науки и технологий. Достаточное внимание уделено анализу основных изъянов реализуемой технологии планирования государственных целевых программ. Излагаются целесообразные решения обозначенной проблемы на основе реализации безотлагательных системных мер. The article outlines a set of measures to transform defense industry enterprises into a stimulator for the development of domestic science and technology. Sufficient attention is paid to the analysis of the main shortcomings of the implemented technology for planning state target programs. Expedient solutions to the identified problem are outlined on the basis of the implementation of urgent systemic measures. |
