Description: The article summarizes the economic results of the FiveYear Plan 2016—2020 implementation and the strategy of social and economic development of the SRV in 2011—2020. It was discovered that a number of key targets, which were set at the XII Congress of the VCP, have not been achieved. On the basis of these results, as well as the plans for the next decade and until 2045, determined by the XIII Congress, the author has characterized the medium-term prospects of the Vietnamese economy and an assessment of the feasibility of the set goals. The main challenges in this area have been identified, including the course towards industrialization and modernization, the renewal of the growth model, the elimination of imbalances and restructuring, the development of the maritime economy and the deepening of international economic integration. A mixed picture of achievements and contradictions has been identified, and potential threats that have not been properly assessed have been noted. It is considered difficult to maintain the growth rate of the economy, to overcome some of the imbalances at the macro level, to combine methods of extensive and intensive development, and to accelerate the transition to the innovation stage. Long-term strategic shortcomings are indicated. The contradiction between the socialist guidelines of the party and the capitalist transformation of the SRV economy is revealed.
В статье обобщены экономические итоги выполнения задач пятилетки 2016—2020 гг. и стратегии социально-экономического развития СРВ в 2011—2020 гг. Обнаружено недостижение ряда ключевых ориентиров, которые были выдвинуты на XII съезде КПВ. На основе этих итогов, а также планов на следующее десятилетие и до 2045 г., определенных XIII съездом, проведена характеристика среднесрочных перспектив вьетнамской экономики и оценка выполнимости поставленных целей. Представлены основные проблемы в этой сфере, в том числе курса на индустриализацию и модернизацию, обновления модели роста, преодоления диспропорций и реструктуризации, развития морской экономики и углубления международной экономической интеграции. Выявлена смешанная картина, включающая достижения и противоречия, отмечены потенциальные угрозы, не получившие должной оценки. Признано сложным поддержать темпы роста экономики, преодолеть часть дисбалансов на макроуровне, совместить методы экстенсивного и интенсивного развития, ускорить переход к инновационному этапу. Указаны стратегические просчеты долгосрочного характера. Раскрыто противоречие между социалистическими установками партии и капиталистической трансформацией экономики СРВ.
