В статье рассматривается проблема рентоориентированного поведения в России, в частности проблема развития нефтяной отрасли в условиях неблагоприятной рыночной конъюнктуры – ценовой войны с Саудовской Аравией, торговой войны США и Китая, пандемии коронавируса. В статье подробно рассматриваются факторы, результирующие в заключение невыгодного для России соглашения с ОПЕК+, в частности институциональная структура по типу «власть–собственность», налогообложение в нефтяной отрасли, аффилированность перспектив нефтяного сектора с национальными интересами. The article considers the problem of rent-seeking behavior in Russia, in particular, the problem of the development of the oil industry in the face of unfavorable market conditions – the price war with Saudi Arabia, the trade war between the USA and China, the coronavirus pandemic. The article discusses in detail the factors resulting in unfavorable agreement for Russia with OPEC+, in particular the institutional structure of the power-property type, taxation in the oil industry, and the affiliation of the prospects of the oil sector with national interests. |
