Качественный рост эффективности процессов производства или оказания услуг напрямую связан с внедрением новых технологий. Государственные структуры не являются исключением. Отличие государственных структур от коммерческих организаций, где внедрение новых технологий зависит только от бюджета и желания руководится, заключается в том, что особый контроль над расходованием бюджетных средств, негибкая императивная нормативная база и невосприимчивость руководства к инновациям тормозит процесс внедрения инновационных подходов, методов и систем. В связи с этим, внедрение инновационного продукта требует поэтапного планирования проекта и четкого следования плану с учетом внедренческих рисков. В данной статье введено понятие «инновационный нигилизм», определены основы инновационного нигилизма, обозначены пути его возможного преодоления, а также приведены методические рекомендации по успешному и безболезненному внедрению новых проектов, оптимизационных систем, инновационных методов обработки информации в государственных структурах и крупных организациях. The qualitative increase in the production processes efficiency or the provision of services is directly related to the introduction of new technologies. Government structures are no exception. The state structures differ from commercial organizations. The introduction of new technologies in commercial organizations depends only on the budget and the chairman’s desire to implement them. In state structures there is a specialcontrol over the expenditure of budgetary funds, an inflexible imperative regulatory framework and the lack ofresponsiveness of innovation leadership hampers the process of introducing innovative approaches, methods andsystems. In this regard, the introduction of an innovative product requires a phased project planning and strict adherence to the plan, taking into account the calculation of the implementation risks. This article introduces the concept of “innovative nihilism”, identifies the foundations of innovative nihilism, identifies ways of its possible overcoming, and also provides guidelines for successful and painless introduction of new projects, optimizationsystems, innovative methods for processing information in government structures and large organizations. |
