| Description: | В статье исследуется методика расчета дотаций на выравнивание бюджетной обеспеченности регионов. Приведены статистические данные Федеральной налоговой службы и Министерства финансов РФ об объемах дотаций субъектам Российской Федерации на 2021 год, на основе которых были выделены «чистые» и «условные» регионы-реципиенты. Проанализировав уровень расчетной бюджетной обеспеченности субъектов после распределения дотаций на выравнивание в 2022 году, можно сделать вывод о том, что количество регионов с самым низким уровнем расчетной бюджетной обеспеченностью практически не менялось в последнее время. Обсуждается вопрос, не приводят ли дотации регионам к иждивенчеству. The article examines the methodology for calculating subsidies for equalizing budget provision to regions. The statistical data of the Federal Tax Service and the Ministry of Finance of the Russian Federation on the volume of subsidies to the subjects of the Russian Federation for 2021 are presented, on the basis of which "pure" and "conditional" recipient regions were allocated. Having analyzed the level of estimated budgetary provision of subjects after the distribution of subsidies for equalization in 2022, it can be concluded that the number of regions with the lowest level of estimated budgetary provision has not changed much recently. The question is being discussed whether subsidies to regions lead to dependency. |
