В статье рассматриваются законодательные вопросы в области развития межбюджетных отношений в Российской Федерации. Особое внимание уделено межбюджетным отношениям субъекта РФ с муниципальными районами (городскими округами) (далее – МР (ГО)) в области начисления дотаций последним. В статье подвергается анализу методика расчета дотаций из бюджета региона в бюджеты МР (ГО), в частности, формула расчета налогового потенциала на примере Республики Башкортостан. Анализ показал, что предложения, вынесенные в исследованиях ученых, были в общей части рассмотрены и учтены при разработке новой формулы для расчета налогового потенциала МР (ГО). The article discusses the development of intergovernmental fiscal relations in the Russian Federation. Particular attention is paid to the intergovernmental fiscal relations of the subject of the Russian Federation with municipal districts (urban districts) (further MA (UD) in the field of subsidies to the latter. The article analyzes the methodology for calculating subsidies from the regional budget to the budgets of the MA (UD), in particular, the formula for calculating the tax potential, using the example of the Republic of Bashkortostan. The analysis showed that the proposals made in the research of scientists were, in general, considered and taken into account when developing a new formula for calculating the tax potential of the MA (UD). |
