Description:	В статье поднимаются актуальные вопросы стратегического маневра по преодолению пределов роста и обеспечению устойчивого и импортонезависимого развития строительства. На фоне рекордно высоких скоростей сооружения объектов жилищной сферы серьезным вызовом строительной отрасли стала необходимость создания новых транспортно-логистических коридоров, высокотехнологических и перерабатывающих производств. Сложившаяся инвестиционностроительная модель, обслуживающая инновационные циклы, не позволяет обеспечить эффективное ускорение, синхронизацию и должное качество инвестиционно-строительных процессов и соответственно переориентацию национальной экономики. Оперативно принимаемые Правительством РФ меры позволили купировать большинство деструктивных процессов, но пока не обеспечили необходимые темпы импортозамещения. Это особенно важно для реализации программ дорожного строительства, от успешной реализации которых зависит скорость и наполненность ресурсных потоков новой экономической модели страны. Между тем до сих пор преодолеть когнитивные ловушки технологического развития отрасли не удается. Поиск выхода из сложившейся ситуации автор связывает с активизацией инструментария форсайт-подхода, требующей обновления несущих конструкций имеющихся в отрасли научных школ. Его реализация также невозможна без решения фундаментальной задачи создания единой системы управления научно-техническим развитием. Ни одна отрасль, в том числе строительство, не может абстрагироваться от участия в проектах технологической модернизации, которые в свою очередь потребуют не просто подготовки и перепрофилирования кадров, но формирования нового типа проектных команд. Целевая фокусировка на обеспечение технологического суверенитета в строительстве станет первым шагом к преодолению пределов его роста и устойчивому развитию. The article raises pressing issues of strategic maneuvering to overcome the limits of growth and ensure sustainable and import-independent development of construction. Against the background of record high rates of construction of housing facilities, a serious challenge to the construction industry has become the need to create new transport and logistics corridors, high-tech and processing industries. The existing investment and construction model serving innovation cycles does not allow to provide effective acceleration, synchronization and proper quality of investment and construction processes and correspondingly reorientation of the national economy. Prompt measures taken by the Government of the Russian Federation allowed to buy out most of the destructive processes, but have not yet provided the necessary pace of import substitution. It is especially important for the implementation of road construction programs, the successful implementation of which depends on the speed and fullness of resource flows of the new economic model of the country. Meanwhile, it is still impossible to overcome the cognitive traps of technological development of the industry. The author links the search for a way out of this situation with the activation of the tools of the foresight approach, which requires updating the supporting structures of the existing scientific schools in the industry. Its implementation is also impossible without solving the fundamental problem of creating a unified system of scientific and technological development management. No industry, including construction, can be abstracted from participation in technological modernization projects, which, in turn, will require not just training and retraining of personnel, but the formation of a new type of project teams. Targeted focus on ensuring technological sovereignty in construction will be the first step to overcoming the limits of its growth and sustainable development.
