В настоящее время наблюдается недостаточное понимание необходимости коренного улучшения сметного дела в России на всех уровнях управления, а значит повышения эффективности обоснования объемов инвестиций, выделяемых в реальный сектор экономики из различных источников инвестирования, и, как следствие, возможные злоупотребления и не рациональное использование, прежде всего, государственных инвестиций в рамках реализации адресных инвестиционных программ. Необходимо укрепление в Правительстве РФ (на территориальном уровне в органах исполнительной власти) новой организационной структуры для повышения эффективности управления этим процессом. Currently, there is an insufficient understanding of the need to radically improve the budgetingbusiness in Russia at all levels of management, and therefore to increase the efficiency of substantiating the volume of investments allocated to the real sector of the economy from various sources of investment, and, as aresult, possible abuse and irrational use, primarily , public investments in the framework of the implementation of targeted investment programs. It is necessary to strengthen a new organizational structure in the Government ofthe Russian Federation (at the territorial level in the executive authorities) in order to increase the efficiency ofmanaging this process. |
