Водоснабжение представляет собой важнейший и необходимый элемент хозяйствен- ной деятельности, обеспечивающий нужды производства и населения. Наиболее защищенным от ан- тропогенного влияния источником питьевой и технической воды являются подземные воды. В статье рассмотрена роль подземных вод как резервного источника в системе национального и регионального планирования развития водохозяйственного комплекса, в частности, в случаях возникновения чрезвы- чайных ситуаций. Выявлены недостатки государственного планирования и регулирования в сфере раз- ведки, оценки запасов, мониторинга состояния и добычи подземных вод. Приведены рекомендации по совершенствованию государственной политики в сфере управления водообеспечением нужд населения запасами подземных вод при возникновении чрезвычайных ситуаций. Water supply is an essential and necessary element of economic activity, providing for the needs of production and the population. The most protected source of drinking and industrial water from anthropogenic influence is groundwater. The article considers the role of groundwater as a reserve source in the system of national and regional planning of the development of the water management complex, in particular, in cases of emergency situations. Shortcomings of state planning and regulation in the field of exploration, assessment of reserves, moni- toring of the state and extraction of groundwater have been identified. Recommendations are given for improving the state policy in the field of water supply management for the needs of the population with groundwater reserves in case of emergency situations. |
