Description: Актуальность исследования обусловлена ростом применения инновационных цифровых технологий на мировой политической арене и повышения конкурентоспособности государственного управления за счет внедрения концепции электронного правительства в лидирующих странах мира. В связи с этим, данная статья направлена анализ международных индексов оценки и системы отечественного мониторинга эффективности процессов цифровой трансформации государственного сектора. Ведущим методом в изучении данной тенденции является контент-анализ отечественных и иностранных научных публикаций, статистических отчетов и аналитических материалов, посвященных вопросам построения цифрового государства. В центре внимания авторов статьи лежит выявление основных механизмов мониторинга качества предоставления государственных услуг в электронном формате. Приведены примеры инноваций в области оказания государственных электронных услуг в лидирующих по международным рейтингам государствах. Рассмотрена динамика роста пользователей электронных сервисов по годам, а также представлены основные социальные эффекты российских граждан от использования электронных государственных услуг и методики оценки социальных эффектов. Материалы статьи могут быть использованы в интересах АНО Цифровая экономика , в сегменте разработки алгоритмов и методологии построения цифрового государства в РФ. The relevance of the study is due to the increase in the use of innovative digital technologies in the global political arena and the increasing competitiveness of public administration through the introduction of the concept of electronic government in the leading countries of the world. In this regard, this article is aimed at analyzing international assessment indices and the system of domestic monitoring of the effectiveness of the processes of digital transformation of the public sector. The leading method in the study of this trend is the content analysis of domestic and foreign scientific publications, statistical reports and analytical materials on the issues of building a digital state. The authors focus on identifying the main mechanisms for monitoring the quality of public services in electronic format. Examples of innovations in the field of public electronic services in leading countries according to international ratings are given. The dynamics of the growth of users of electronic services by years is considered, and the main social effects of Russian citizens on the use of electronic public services and methods for assessing social effects are presented. The materials of this article can be used in the interests of the Digital Economy economy, in the segment of developing algorithms and a methodology for building a digital state in the Russian Federation.
