Публикация посвящена разработке и обзору траекторий развития банковского сектора и финансово-экономической безопасности России в условиях международных санкций. Показана деструктивная роль санкций в экономическом развитии и мультиаспектное воздействие санкций, направленных против банковского сектора, на общее подавление потенциала странового социально- экономического развития. Обращается внимание на неопределенность санкционной политики, ее беспрецедентный характер, а также отсутствие должного понимания о степени готовности банковского сектора России к санкциям 2022 года, которые затрудняют прогнозирование его развития. Констатируется, что оперативные меры, предпринятые регулятором, предотвратили масштабный кризис в банковском секторе России, однако имеются риски отложенного воздействия эффекта санкций, а также остаются неясными пределы их введения. На основе метода форсайта «четыре мира» описаны сценарии развития банковского сектора РФ. Констатируется, что каждый из сценариев формирует большие вызовы для развития банковской системы Российской Федерации, успешное преодоление которых невозможно без системно-структурных преобразований в банковском секторе в целом и в отдельных ее элементах. The publication is devoted to the development and review of the development trajectories of the banking sector and the financial and economic security of Russia in the context of international sanctions. The destructive role of sanctions in economic development and the multidimensional impact of sanctions against the banking sector on the overall suppression of the country's socio-economic development potential are shown. Attention is drawn to the uncertainty of the sanctions policy, its unprecedented nature, as well as the lack of proper understanding of the degree of readiness of the Russian banking sector for sanctions in 2022, which makes it difficult to predict its development. It is stated that the prompt measures taken by the regulator prevented a large-scale crisis in the banking sector of Russia, however, there are risks of a delayed impact of the effect of sanctions, and the limits of their introduction remain unclear. Based on the “four worlds” foresight method, scenarios for the development of the banking sector of the Russian Federation are described. It is stated that each of the scenarios creates great challenges for the development of the banking system of the Russian Federation, which cannot be successfully overcome without systemic and structural changes in the banking sector as a whole and in its individual elements. |
