Description: Сложная эпидемиологическая и экономическая ситуация, сложившаяся в Российской Федерации, как и во многих иных странах мира в 2020 году, в известной степени «заслонила» некоторые важные составляющие практики долгосрочного социально-экономического планирования. Один из этих этапов - формальное завершение действия Концепции социально-экономического развития Российской Федерации до 2020 года [18] - уже получил достаточное освещение и разносторонний анализ в нашей экономической литературе. Менее заметным оказался факт формального завершения другого важного документа - Стратегии инновационного развития до 2020 года [19]. В статье проанализировано то, что отличает указанные документы друг от друга, и то, что их объединяет и, прежде всего,-существенное расхождение целевых и итоговых показателей по различным параметрам экономического развития. Статья не ставит своей главной задачей полную инвентаризацию целевых и итоговых значений показателей, представленных в указанных документах. Основное внимание авторы уделяют попытке выявить те причины, которые обусловили столь существенный провал в сфере долгосрочного планирования хозяйственного и социального развития, в том числе по такому жизненно важному параметру, как инновационная модернизация российской экономики. В статье делается акцент на том, каковы действующие логические продолжения Стратегии инновационного развития и том, в какой мере они восполняют пробелы данной Стратегии и обеспечивают реальное продвижение в направлении формирования высокого уровня инновационности и конкурентоспособности российской экономики.
The difficult economic situation, which formed in the Russian Federation, like in many other countries of the world in 2020, to a certain extent “obscured” some important components or events of long-term socio-economic planning. One of these events - formal completion of the Concept of socio-economic development of the Russian Federation until 2020 [18] - has already received wide consideration and comprehensive analysis in our economic literature. Less noticeable appeared to be the fact of the formal completion of another important document - namely, the Strategy of innovative development until 2020 [19]. The article analyzes both what distinguishes these documents from each other and what unites them and, first o all, significant discrepancy between the target and final indicators for various parameters of economic development. The article doesn’t set as its main goal full inventory of the target and final values of the indicators, presented in the specified Strategies. The authors focus on the attempts to identify the reasons, which have led to such a significant failure in the sphere of longterm planning of economic and social development, including such a vital parameter as the innovative modernization of the Russian economy. The article focuses on current logical continuations of the Strategy of innovative development and makes the prognosis, to what extent these continuations can fill in the gaps of the Strategy and ensure real progress towards the formation of a high level of innovation and competitiveness of the Russian economy.
