| Description: | the relevance of the research topic is substantiated by the novelty of legal norms regulating relations in the field of integrated development of territories as a type of urban planning activity. The purpose of the study is to study the content of the concepts of «integrated development of territories», «comfortable urban environment», «quality of the urban environment». To achieve these goals, general scientific methods (analysis, synthesis, dialectical) and formal legal methods were used. An analysis of the norms of the Urban Planning Code of the Russian Federation and program legal acts that determine the goals of the national development of the Russian Federation made it possible to identify the relationship between the phenomena “the formation of a comfortable urban environment” and “improving the quality of the urban environment”, which served as the basis for substantiating the conclusion about the need to correct the goals of the integrated development of territories. established in the Town Planning Code of the Russian Federation. актуальность выбранной темы обусловлена новизной правовых норм, регулирующих отношения в сфере комплексного развития территорий как вида градостроительной деятельности. Цель статьи заключается в исследовании содержания понятий «комплексное развитие территорий», «комфортная городская среда», «качество городской среды». Для достижения этой цели автором использовались общенаучные методы (анализ, синтез, диалектический) и формально-юридический метод. Анализ норм Градостроительного кодекса Российской Федерации и программных правовых актов, определяющих цели национального развития Российской Федерации, позволил выявить взаимосвязь таких явлений, как формирование комфортной городской среды и повышение качества городской среды, что послужило основой для обоснования вывода о необходимости корректирования целей комплексного развития территорий, установленных в Градостроительном кодексе РФ. |
