| Περιγραφή: | Objective. To study the role of various state and regional structures in ensuring the control of the ecological well-being of natural curative resources (NCR) in the specially protected ecological resort region of the Russian Federation Caucasian Mineral Waters (SPERR RF -CMW). Materials and methods. Regulatory and legislative documents, information and analytical materials on the problems of natural curative resources. Results of the study. Despite the significant number and activity of organizations involved in monitoring the state of the NCR in the SPERR RF -CMW, there were no significant results in the environmental well-being of the NCR. The information materials available in the official access do not update the true situation in the matter of the environmental state of the NCR and the threats of their degradation, as evidenced by a number of works and conclusions of independent studies carried out by scientific organizations and expert communities which state serious negative processes that directly and indirectly affect the conditions of the NCR, and, therefore the future of CMW as a resort region. Insufficient attention to solving environmental problems at CMW resorts at the state and regional levels aggravates the assessment of the true scale of environmental problems in the resort region. Conclusion. Taking into account the extreme importance and priority significance of the conservation and rational use of natural curative resources in the territory of the specially protected ecological and resort region of CMW (SPERR RF -CMW), the primary task is to organize and conduct comprehensive hydrogeological, geophysical, geoclimatic, landscape and climatological monitoring studies and, on the basis of the obtained results to conduct a situational analysis of the current ecological state of the resort region using expert assessment. For continuous monitoring of the ecological state of the natural environment, environmental management and environmental protection, it is necessary to create a unified regional state system of integrated environmental monitoring of the current state of the natural resource complex in the SPERR RF -CMW region including water, soil, forest resources, all NCRs that form the basis of spa treatment in CMW. It is necessary to restore the powers of the Administration of the SPERR RF -CMW as a single coordinating body for the management of the CMW region, as it is provided for by the Decree of the Government of the Stavropol Territory. Цель. Исследование роли федеральных и региональных государственных и ведомственных структур в обеспечении контроля экологического благополучия природных лечебных ресурсов (ПЛР) в особо охраняемом эколого-курортном регионе Кавказские Минеральные Воды (ООЭКР РФ-КМВ). Материалы и методы. Нормативно-законодательные документы, информационно-аналитические материалы по проблематике природных лечебных ресурсов. Результаты исследования. Несмотря на значительную численность и активность организаций, занимающихся контролем состояния ПЛР в ООЭКР РФ-КМВ существенных результатов экологического благополучий ПЛР не достигнуто. Имеющиеся в официальном доступе информационные материалы не актуализируют истинного положения в деле экологического состояния ПЛР и угрозах их деградации, о чем свидетельствуют ряд работ и выводов исследований, выполненных научными организациями и экспертными сообществами, которыми констатируются серьезные негативные процессы, прямо и косвенно влияющими на кондиции ПЛР, а следовательно – на будущее КМВ, как курортного региона. Недостаточное внимание к решению экологических проблем на курортах КМВ на федеральном и региональном уровнях усугубляет оценку истинных масштабов экологических проблем в курортном регионе. Выводы. Учитывая крайнюю важность и приоритетную значимость сохранения и рационального использования ПЛР на территории особо охраняемого эколого-курортного региона КМВ (ООЭКР РФ-КМВ), первостепенной задачей является организация и проведение комплексных гидрогеологических, геофизических, ландшафтно-климатологических мониторинговых исследований и на основе полученных результатов проведение ситуационного анализа современного экологического состояния курортного региона с использованием экспертной оценки. Для непрерывного контроля экологического состояния природной среды, управления природопользованием и охраной окружающей среды необходимо создание в регионе ООЭКР РФ-КМВ единой региональной государственной системы комплексного экологического мониторинга современного состояния природно-ресурсного комплекса, включая водные, почвенные, лесные ресурсы, все ПЛР, составляющие основу курортного лечения на КМВ. Необходимо восстановить полномочия Администрации ООЭКР РФ-КМВ, как единого координирующего органа управления регионом КМВ, как это предусмотрено Постановлением Правительства Ставропольского края. |
