| Description: | The article reveals the problems faced by small businesses in the regions and singleindustry towns. The author analyzes the main trends in the development of small businesses in single-industry towns, since they are particularly affected by the external environment, which makes them the most vulnerable business entities, so state support becomes an indispensable condition for their formation and development. The purpose of this study is to form an institutional model of state support for small enterprises, which is of primary importance for the economy of a single-industry city, where jobs and production activities are concentrated on the city-forming enterprise. The article introduces a new category - the regional integration system, the concept of which is that with the appropriate support, small enterprises, being included in the production chains of a large partner, become elements of the integration system. The latter gives them a number of advantages related to providing access to the necessary resources and infrastructure of a large partner. The article presents an analysis of the trends in the functioning of a large enterprise in a single-industry city, which also has preferences that are expressed in a more flexible response to consumer requests and in the production of innovative products. The article analyzes the opportunities that appear in a single-industry city in the development of entrepreneurship. The empirical basis was the materials of the leading enterprises in the regions. The author summarizes that state support for small enterprises is becoming a factor in the development and diversification of the economy of a single-industry city. The presented institutional model of interaction of enterprises in the form of integration systems will transform the approach to strategic management of production factors in the conditions of the economy of single-industry towns. Статья раскрывает проблемы, с которыми сталкиваются малые предприятия в регионах и моногородах. Автор проводит анализ основных тенденций развития малого предпринимательства в моногородах, так как в них оно особенно подвержено влиянию внешней среды, что делает их наиболее уязвимыми субъектами хозяйствования, поэтому государственная поддержка становится непременным условием их становления и развития. Цель данного исследования - формирование институциональной модели государственной поддержки малых предприятий, которая имеет первостепенное значение для экономики моногорода, где рабочие места и производственная деятельность сосредоточены на градообразующем предприятии. В статье вводится новая категория - региональная интеграционная система, концепция которой заключается в том, что при наличии соответствующей поддержки малые предприятия, включаясь в производственные цепочки крупного партнера, становятся элементами интеграционной системы. Последняя дает им ряд преимуществ, связанных с обеспечением доступа к необходимым ресурсам и инфраструктуре крупного партнера. В статье представлен анализ тенденций функционирования крупного предприятия в моногороде, у которого появляются преференции, выражающиеся в более гибком реагировании на запросы потребителей и в производстве инновационной продукции. Проанализированы возможности, которые появляются у моногорода при развитии предпринимательства. Эмпирической базой послужили материалы ведущих предприятий в регионах. Автор резюмирует, что государственная поддержка малых предприятий становится фактором развития и диверсификации экономики моногорода. Представленная институциональная модель взаимодействия предприятий в виде интеграционной системы позволит трансформировать подход к стратегическому управлению факторами производства в условиях экономики моногородов. |
