| Description: | Актуальность исследования обоснована тем, что оптимальное сочетание инструментов государственного и рыночного регулирования на национальном и наднациональном уровне возрастает в цифровой экономике, особенности которой оказывают непосредственное влияние на социально-экономическое развитие общества. В статье рассматриваются различные подходы к описанию и оценке особенностей информационного общества. Автором показано, что одной из важнейших особенностей воспроизводственного процесса в цифровой экономике является превращение потребления из формы восстановления физических и духовных сил человека в форму досуга; доказана важность поддержания нормы накопления на определенном уровне. Обосновывается тезис о том, что проблема сокращения нормы накоплений, формируемых государством, фирмами и домохозяйствами, усугубляется в связи с переходом части полномочий от национальных регуляторов к наднациональным регуляторам. The relevance of the research is substantiated by the fact that optimal combination of tools of government and market regulation at national and supranational level is growing under digital economy as its features directly affect socio-economic development. We look at various approaches to describing and assessing characteristics of information society. We demonstrate that one of the key features of reproduction process under digital economy is the transformation of consumption from a form of human physical and moral recovery into a form of leisure; we prove the need to maintain the savings norm at a certain level. We substantiate the idea that the problem of decreasing the savings norm created by the state, companies and households is worsening due to the transfer of certain authorities from national regulators to supranational ones. |
