Description: Словосочетание устойчивое развитие встречается в разных источниках достаточно часто, хотя его содержательное наполнение весьма различно. Из смысла термина следует, что именно устойчивое функционирование может обеспечить поступательное развитие государства в аспекте экономики, экологии и благополучия человека в длительной перспективе. Целью настоящей работы являлось уточнение задач оценки устойчивого развития на основе анализа сложившегося отношения к данному термину, существующих и рекомендованных показателей и подходов, государственных информационных систем. К задачам исследования следует отнести изучение прикладных подходов к оценке устойчивого развития территорий как набора критериев, которые необходимо использовать в планировании и развитии пригородных территорий городских агломераций. Предложенные в статье решения трактуют задачи устойчивого развития территорий с точки зрения не самих наборов данных (показателей), а генерации приемлемых решений на основе критериев динамики развития. The phrase sustainable development is found in different sources quite often, although its content is very different in different sources. It follows from the meaning of the term that it is sustainable functioning that can ensure the progressive development of the state in terms of economy, ecology and human well-being in the long term. The aim of this work was to clarify the term sustainable development on the basis of scientifi c analysis of the current relationship to the term, options for the defi nition of the term, its object, subject and content. The objectives of the study should include the study of sustainable development not just as a constant and directed changes in any processes, and, above all, the implementation of projected changes in the state of the system, the criterion of which is a set of indicators to prevent imbalances in the planned development, taking into account changes in the state of the external and internal environment. The method of comparative analytical approaches to the description of processes, obtaining and analysis of statistical data, the method of inductive study of processes were used. The solutions proposed in the article treat the problems of sustainable development of territories from the point of view of not the data sets (indicators) themselves, but the generation of acceptable solutions in terms of the dynamics of development, that is, the sets of possible forecast States that ensure the stability of the agglomerations, taking into account the expansion of their infl uence on suburban areas.
