В статье с организационно-экономических позиций рассматриваются современные процессы развития городских поселений и обосновывается тезис повышения в этом регулятивного фактора. В формировании и развитии системы российских поселений сегодня происходят значительные перемены: большие массы населения перемещаются с северо-востока на юго-запад; сжимаются бывшие моногорода (завод-город); сокращаются малые поселки; ускоренными темпами прирастают крупные города; интенсивно прирастают периферийные зоны мегаполисов в форме малоэтажных поселений. Причем, расширение городов непосредственно не связано с возникновением крупных промышленных предприятий; здесь более весомую роль в обеспечении трудозанятости населения играют малый бизнес и формы самозанятости людей. В ходе перестройки национального хозяйства произошло изменение структуры занятости: сокращение доли трудоиспользования в производственной сфере и расширение доли сферы обслуживания. Существенное влияние на функционирование хозяйственной сферы, развитие поселений оказывает интенсивное развитие информационных технологий. Изменения в экономике происходят настолько резкие, что в оценке динамики процессов все меньше требуется анализ длительных временных лагов. Результатом выше названных процессов становятся некоторые диспропорции в развитии поселений, чреватые деформациями в уровне жизни и обустройства населения. The article examines the modern processes of urban settlements development from an organizational and economic standpoint and substantiates the thesis of increasing the regulatory factor in this. Significant changes are taking place in the formation and development of the Russian settlement system today: large masses of the population are moving from the northeast to the southwest; former single-industry towns (factory-city) are shrinking; small towns are shrinking; large cities are growing at an accelerated pace; peripheral zones of megacities in the form of low-rise settlements are intensively growing. Moreover, the expansion of cities is not directly related to the emergence of large industrial enterprises; here small businesses and forms of self-employment of people play a more significant role in ensuring the employment of the population. During the restructuring of the national economy, there was a change in the structure of employment: a reduction in the share of labor use in the production sector and an expansion of the share of the service sector. Intensive development of information technologies has a significant impact on the functioning of the economic sphere and the development of settlements. Changes in the economy are taking place so sharply that the analysis of long time lags is less and less required in assessing the dynamics of processes. The result of the above-mentioned processes are some disproportions in the development of settlements, fraught with deformations in the standard of living and the arrangement of the population. |
