Экономическая турбулентность последних лет, уход зарубежных поставщиков показали объективную необходимость достижения технологической независимости РФ в области разработки программного обеспечения. Единственным решением данной проблемы является разработка и внедрение программного обеспечения, не использующее внешние цифровые инструменты и платформы. Анализ ситуации с внутренними разработками, показывает, что необходим «рывок» в развитии, радикальные изменения в структуре отрасли в РФ. Тотальная цифровизация экономической деятельности, обусловленная мировой пандемией 2019–2021 гг.¸ создала дефицит ИТ‑ресурсов, в том числе ощутимый недостаток квалифицированных специалистов. Ни для кого не является секретом, что крупные предприятия ИТ отрасли сосредоточены в Москве и Санкт-Петербурге. Однако глобальные сдвиги на рынке программного обеспечения (компании столкнулись с реальной необходимостью импортозамещения) вызвали «шоковые нагрузки» для ИТ-разработчиков. В создавшихся условиях невозможно не задаться вопросом о роли региональных предприятий. В работе авторами представлены следующие результаты. Анализ сведений о крупных разработчиках ПО в РФ. Анализ численности и структуры локальных разработчиков ПО в дальневосточном федеральном округе. Выявлены закономерности (связь) параметров локальных компаний, позиционирующих себя разработчиками ПО, с макроэкономическими параметрами регионов и отрасли. Авторы использовали в исследованиях только открытые, достоверные данные, которые были структурированы и агрегированы. Результаты исследования имеют практическую значимость, т. к. отражают текущую ситуацию в сфере разработки ПО. Наши выводы будут интересны как для бизнес-среды (крупных игроков рынка разработки), так и для органов регионального государственного управления. The economic turbulence 2022–2023 and the departure of foreign vendors have shown the objective need to achieve technological independence of the Russian Federation in the field of software development. The real solution for this problem is the development and implementation of software, which not using any foreign digital tools and platforms. The analysis of this situation with internal developments shows that a “breakthrough” in development is needed, radical changes in the structure of the industry in the Russian Federation. The total digitalization of economic activity caused by the global pandemic of 2019–2021¸ has created a shortage of IT resources, including a noticeable shortage of qualified specialists. It is no secret that large enterprises in the IT industry are concentrated in Moscow and St. Petersburg. However, the global increase оf software orders (companies faced a real need for import substitution) caused “shock loads” for IT developers. So, it is impossible not to wonder about the role of regional enterprises. The authors presented the following results: the analysis of the information about large software developers in the Russian Federation; the analysis of the number and structure of local software developers in the Far Eastern Federal District. Besides, the authors had discovered relations between the parameters of local companies which positioning themselves as software developers with the macroeconomic parameters of the regions and IT industry. We used in their studies only open, reliable data that was structured and aggregated. The results of the study have practical significance since they reflect the current situation in the field of software development. Finding of this research will be interested in as well as business (major players of software development) and for regional governments. |
