| Description: | В 2021 году объем совокупного госдолга субъектов Российской Федерации и долг муниципальных образований, входящих в состав субъекта Российской Федерации, снизился на 32,2 млрд. рублей, или на 1,1 % и составил 2 851,5 млрд. рублей. Государственный долг субъектов Российской Федерации составил 2 474,5 млрд. рублей, муниципальных образований -377,0 млрд. рублей. Обслуживание государственного и муниципального долга в январе -декабре 2021 года составили 102,2 млрд. рублей и по сравнению с показателями аналогичного периода 2020 года выросли на 1,8 %. При этом в последние годы указанные расходы стабильно снижались. Так, в январе -декабре 2020 года расходы на обслуживание государственного долга снизились по сравнению с показателями 2019 года на 5%, в 2019 году к 2018 году -на 5,1 %. Целью настоящей статьи является изучение способов снижения долговых обязательств субъектов РФ и муниципальных образований на примере регионов Северо-Кавказского Федерального округа. Предметом настоящей работы являются методы и средства снижения долговых обязательств субъектов РФ и муниципальных образований. Объектом настоящей работы являются регионы Северо-Кавказского Федерального округа. Методом настоящей работы являются диалектико-материалистический метод познания, принципы системного анализа, историзма, а также абстрактно-теоретический в сочетании с конкретно -историческим, статистический и функциональный методы исследования. In 2021, the total public debt of the subjects of the Russian Federation and the debt of municipalities that are part of the subject of the Russian Federation decreased by 32.2 billion rubles, or 1.1%, and amounted to 2,851.5 billion rubles. The state debt of the subjects of the Russian Federation amounted to 2,474.5 billion rubles, municipal entities - 377.0 billion rubles. Servicing of state and municipal debt in January - December 2021 amounted to 102.2 billion rubles and increased by 1.8% compared to the same period in 2020. At the same time, these costs have been steadily decreasing in recent years. Thus, in January - December 2020, the cost of servicing the public debt decreased by 5% compared to 2019, in 2019 by 2018 - by 5.1%. The purpose of this article is to study ways to reduce the debt obligations of the subjects of the Russian Federation and municipalities on the example of the regions of the North Caucasus Federal District. The subject of this work is methods and means of reducing the debt obligations of the subjects of the Russian Federation and municipalities. The object of this work is the regions of the North Caucasus Federal District. The method of this work is the dialectical-materialistic method of cognition, the principles of system analysis, historicism, as well as abstract-theoretical in combination with concrete historical, statistical and functional research methods. |
